Citizens call for separation of judiciary from executive

ITANAGAR, Apr 26: The government of Arunachal Pradesh has so far refused to abide by the Centre’s notification suggesting separation of Judiciary from executive. Not surprisingly people of the state are not happy with the current situation and it has led a group of concerned citizens together with lawyer fraternities and member of Arunachal Law Student’s Union (ALSU) to organize a one-day discussion on urgent need of separating judiciary from executive in Arunachal.

The program saw participation of people from various walks of life including citizens who have been victim of politician-executive nexus.

Starting the discussion, ALSU president PL Murtem informed that even though notification has been issued by Centre regarding separation of judiciary from executive, state government does not seem to be in any hurry. “In our state people with no legal background are holding powers of judiciary. This is where real problem arises. Government need to take more concrete steps so that judiciary is being handled by people with basic knowledge of law,” said ALSU president.

Well known scholar and lecturer of RGU, Nani Bath said that very idea of democracy has been defeated in Arunachal by non separation of judiciary from executive. “In Arunachal Deputy Commissioner is like king as they yield immense power which includes both judiciary and administration. And they are being controlled by politicians. So, it becomes very difficult for ordinary citizens to expect fair justice from these magistrates,” said Nani Bath.

Many speakers during the day dwelt on the issue of executive being influenced by politicians thereby diminishing any hope of free and fair justice for the ordinary citizens. Concerned citizen fear that if judiciary is not made independent, people of Arunachal can never expect justice.

In Arunachal, executive has been conferred with all the judicial powers and often citizens complained that they give decision under political influence. Judiciary which is the part of three pillar of democracy along with executive and legislature is almost non-existent in state.

Legendary politician late Bakin Pertin has once popularly described Arunachal as “Land of Khusi Khusi”. While for many the description may sound hilarious but late leader has illustrated the painful picture of how our society functions. Apart from numerous other reasons, it is weak judiciary system of state which has made this state a “Land of Khushi Khushi. The fear of law does not exist among citizens as anybody can get away even after committing the most heinous crime easily.

After a daylong deliberation, a committee was formed with ALSU general secretary Kipa Kanam as convenor and Nabam Tagam as patron to work for separation of judiciary from executive and thereby restoring power of judiciary in hand of judges who has real knowledge of law.

Others present at the day were JK Ribba General Secretary PPA, Nabam Tagam, chairman All Arunachal Contractor Welfare Association, Taba Taku contestant for Lokh Sabha seat, Nabam Tado vice-president APPDSU, Japon Lowang representative of Arunachal Citizens Right along with many other concerned citizens and practicing lawyers. All the people present during the meet felt that there is urgent need of separation of judiciary from executive for free and fair justice delivery.

 

Hydro Projects undertaken after due consultation with elected representatives: Gamlin

ITANAGAR, Apr 26: Against the 117 hydro-electric projects allotted till March 30, 2010 with the total installed capacity of 38,395.90 MW, a sum of Rs 1150.06 crore has been received as upfront payment including processing fees from various power developers, including CPSUs, informed Govt spokesperson Jarbom Gamlin in a press statement yesterday.  

He further said that all the projects were allotted to the power developers after due consultation and recommendation from the elected representatives of project areas.

Gamlin said that out of the 117 projects, 8 have been allotted to CPSUs aggregating 8735 MW, 14 were awarded to IPPs through competitive bidding processes and 4 projects have been taken up by the state government on joint venture mode with other companies. The rest of the projects, totaling 91, were allotted to various IPPs on MOA route in strict adherence to the provisions of the Hydro Power Policy in force of the state government.

Gamlin said the upfront money amounting to Rs 1150.06 crore received from the developers, also includes accrued interest amount of Rs 12.16 crore and Rs 7.52 crore as 2nd installment of upfront money.

Out of the upfront premium of Rs 1150.56 crore, Rs 1142.90 crore has been deposited with the State exchequer and Rs 7.16 crores with the SBI, Itanagar as FD in the govt account and to be deposited in the State exchequer on maturity, informed the govt spokesperson, adding that a ‘white paper’ in this regard is on the offing.

His statement came after the state NCP unit stated that the government had signed 121 MOAs with power developers and received a whopping Rs 102792.89 lakhs from them as processing fee and upfront payment till December 31, 2009had on April 23.

Kurung Kumey, Lower Subansiri register wins

ITANAGAR, Apr 26: Three times champions Kurung Kumey and Lower Subansiri began their Tadar Tang Memorial Football campaign with wins at Rajiv Gandhi Stadium, Naharlagun today.

While Kurung Kumey beat East Kameng 3-1 in the first match of the day Lower Subansiri outplayed East Siang by equal margin in the second match.

After a barren first half, Kurung Kumey’s Dare Takar struck the first goal for his team in 45th minutes. However the team’s lead short-lived as Mohan Sangbio restored parity within a couple of minutes. In the meantime, an East Kameng player donning the jersey number six was booked for rough tackling.

Kurung Kumey doubled their score in the 74th minute through Kale Sonam and finally sealed the victory in their favour by scoring another goal (3-1) few seconds before the final hooter again by Dare Takar. In the second match, coming from behind Lower Subansiri scored three successive goals to defeat East Siang.

Although East Siang was leading the match 1-0 in the first half with help of a self-goal by rival goalkeeper five minutes into the match, Lower Subansiri neutralized the score within few seconds from the beginning of the second half through Tage Tath. After that there was no looking back for the re-surged Lower Subansiri, who took over the total control of the match from East Siang.

While Bamin Tatung found the net 63 minutes into the match, Tage’s 79th minute strong footer not only rested in the net but also sealed the fate of East Siang.

Changlang will play their first match tomorrow against Capital Complex, who lost to Papum Pare in the opening match yesterday and Lower Dibang Valley will meet East Kameng in the second match.

 

Sakya Thrizin Rinpoche to give discourse at Itanagar

NAHARLAGUN, Apr 26: Sakya Thrizin Rinpoche from Rajpur Dehradun, Uttrakhand is arriving in Itanagar  April 28 next.

The Rinpoche, who is an expert polyglot will deliver talks on teachings of Lord Buddha and Buddhist philosophy at a function at Vivekananda Hall, R.K.Mission, at 05.30 p.m organized by Itanagar Buddhist Cultural Society (IBCS).

The members of IBCS and Theravada Buddhist Society (TBS) will traditionally receive His Holiness Rinpoche at Naharlagun Helipad on his arrival from Tawang.  

 Earlier, Rinpoche visited Bomdila, Dirang, Rupa,  Tenzingang, Kalaktang and Tawang. He is likely to leave Itanagar for Tezu the next day morning according to IBCS sources.

 

Organisations engage in tug-of-war on NIT

ITANAGAR, Apr 26: The Kameng Region Students’ Coordination Committee (KRSCC) has appealed all the civil societies and public of the state to cooperate for establishment of the proposed NIT at Bhalukpong.

The Committee informed that the consultative coordination meeting of the  civil societies of East Kameng, West Kameng and Tawang districts in a recent meeting held under the banner of the KRSCC at Bhalukpong had  elaborate discussion on the establishment of the NIT at Dedzeling.

The proposed site has sufficient land voluntarily donated by the people of  three districts in general and Aka community in particular, well connected with NH 52, nearest railway station at Bhalukpong and airport facilities, the meeting observed.

The societies further appealed the state Govt for the equivalent development packages and to properly verify the feasibilities of the every proposed site of the NIT before taking any haphazard decision in larger interest of the region in particular and the state as a whole, the KRSCC said in a release.

On the other hand, reiterating the demand for establishment of NIT in state Capital, All Papum Pare District Students’ Union (APPDSU) today said that Jote in Capital is proper location for the proposed institute.

Papum Pare being the Capital of the state, NIT at Capital district   will be beneficial for students of all districts of the state. Not only the students of different parts of the state, but the students from other states of the country will also be able to pursue their study at Jote  in a peaceful atmosphere with proper infrastructure, the union said.

Stating that the union has never opposed development of any other district, the APPDSU said that Capital district which accommodates the people from each district needs development as it represents true development of the state.

Requesting the state Govt to take a wise decision for establishment of NIT at Jote, the union said that the site proposed for NIT at Bhalukpong is an elephant corridor under Khelong reserve forest. Instead of trying to de-reserve Bhalukpong reserve, Govt should think about state capital which is a proper location for the proposed institute, the union said and threatened to launch democratic agitation if their demand is met.

 

GBs trained on administration of justice in East Siang

PASIGHAT, Apr 26: Training on administration of justice system as per Assam Frontier (Administration of Justice) Regulation, 1945 was imparted to GBs in East Siang district. The training was conducted zone-wise by the East Siang District administration at Pasighat, Ruksin, Boleng, Pangin, Koyu and Nari.  It was started on 24th March last at Pasighat Town Club and concluded on 25th of April at Nari.

The aim of the training program was to familiarize with the various provisions of the Assam Frontier (Administration of Justice) Regulation, 1945 with a view to streamline the administration of justice and village administration in East Siang district. Altogether 406 GBs have been trained be a team led by DC Onit Panyang and Advocates Tonning Pertin, Taber Tamuk, Raising Jamoh, Mark Yirang, Geeta Pangging Pao and Pai Kakki of East Siang district.

 At the last leg of the training program, the DC expressed his satisfaction and thanked the GBs for their active participation, the resource persons and the sponsors. He stated that such training is necessary as the village authorities have to change their mindset and style of functioning in tune with the changing time and space. (DIPRO)

 

Huaju

KHONSA, Apr 26: Huaju, the most popular festival of Dadam area comprising Dadam, Huakan, Bera, Old Kothin New Kothin, Moktowa, Laho, and Chinkoi, was celebrated with enthusiasm and gaiety on April 24 at Dadam village. Folk dancers from all the villages in Dadam area actively participated in the festival. Villagers, Panchayat leaders and government employees participated in the festival. This year the theme of the festival was ‘identity through culture’. Speaking as chief guest on the occasion SP, Tirap Kumar Tiwari while greeting the people said that he was witnessing such a colorful performance for the first time and urged one and all to guard their traditions jealously for the posterity.

Hangliam Sumnyan, Wangdi Hakhun,Jitbo Aboh also spoke on the occasion. They all appealed to the people to preserve their rich culture.

 

Rain continue to batter the state, one dead in Kurung Kumey

ROING, Apr 26: As floods continue to batter the state, one person is reported dead in Leel Village under Sangram Circle, Kurung Kumey District on April 25 last. The Deputy Commissioner Bidol Tayeng informed that death occurred due to a landslide.  Road communication to Kaloriang has been restored after two days for light vehicles. However at least week’s time is required for full restoration of the road. He further informed that portion of the road measuring upto forty meters at 136 km, a location in between Sangram and Koloriang has been washed.

Meanwhile, Leel Village Social Welfare Society appealed the authority concerned to provide ex-gratia to the family member of the Gangte Yasing, a victim of landslide that occurred at Leel village

The land slide occurred at around 10.30 pm and washed away a SPT building along with worth lakhs of household properties and also seriously injured many villagers, release added. Parts of Anjaw, Lohit and Dibang valley, Upper Siang continue to be cut off from rest of the state.

Roing Township continues to reel under darkness and depending on rain water for drinking as the intake point of Deopani Hydel which is also the source of water supply was washed away during the torrential rainfall in the last weekend. Apart from washing away of the intake point, the diversion channel was silted with sands and gravels.

In some 4 km down from intake point, the diversion weir was blocked by big boulders of about 7 feet diameter and the channel damaged by the landslides for about 28 metres.

 Er Oseng Apum, AE Hydro Power (Civil) and Er Onyok Yirang, AE PHED along with other officials of the departments visited the site today. Mrs Apum informed that the restoration work will take about two months time as the department has limited staff and resources.

She said that, “the diversion channel was restored just a forth night before and dues are still to be cleared for the work done. If no funds are provided, it will be difficult for the department to bear the expenses for carrying out restoration work of the intake point and diversion weir due to financial constraint”.

She informed that to carry out restoration work at the damaged site of diversion weir, cement, sands and other materials has to be carried on head load climbing some 150 metres steep slope up to the affected site which will require extra labour.

 

Meagre fund upsets AOA

ITANAGAR, Apr 26: The State Government’s meagre fund allocation to Sports and Youth Affairs Department has upset the Arunachal Olympic Association (AOA).

According to an AOA release, the department needs at least Rs 6-12 crore to meet the annual expenditure. But, the overall fund allocation for the department never touched Rs. Two crore which is grossly inadequate, the AOA said criticizing the state government for providing meager funds. While reminding the state chief minister of a memorandum submitted earlier, AOA lamented that despite of repeated pleas, the state Govt has not taken any initiative for development the sports sector. Criticizing the Govt for its lackadaisical attitude towards sports sector, AOA suggested the Govt "to take que from neighbouring states like Mizoram and Nagaland where annual fund allocation for sports is not less than 15 crore."

AOA has been demanding for adoption of sports policy, substantial increase in fund allocation in sports department, infrastructure development, creation and filling up vacant posts in sports and youth affairs department.

AOA, while lauding the improved performance of the state team in the recently concluded NE Games, has decided to felicitate those players who have qualified for the Jharkhand National Games.

 

Establishment of old age home and drug de-addiction centers on Muskan’s radar

ITANAGAR, Apr 26: After a successful campaign all over Arunachal against breast cancer and supporting heart surgeries for those below poverty line, the Muskan Welfare Society has decided to pitch in its efforts for establishment of an old age home and drug de-addiction centers.

This decision was taken at a meeting today led by State First Lady Anupama Singh, who is its President of the Society. While chalking out the plans for the next six months, the meeting further decided to take up tree plantations, blood donation camps and workshop on Women and Children along with many women and children target initiatives in the next six months.

The members also decided to take up English teaching and basic computer training for women.  

Singh said that main endeavour of Muskan is to bring constructive changes in the socio-economic sector with main focus on better healthcare and education. Whatever may be the case, we really want to bring a smile in every Arunachalee, she added.

Interacting with the members of the MWS, in the sideline of the general body meeting, Arunachal Pradesh Governor, Gen JJ Singh said that women of Arunachal can play a significant role in moulding the economic and social conditions of the state.

Congratulating them for the Plantation programme as part of Clean and Green Arunachal, Governor informed that every child in the State would be given a  sapling of good indigenous species which would be looked after by them. He said that prog would be carried out with assistance from Forest department.  Encouraging the members to work for preservation of indigenous culture and traditions, Gen Singh said, society must ensure that younger generations do not loss their cultural roots, which is required for their strong foundation.

ASM Poma, Tech Yana while sharing the experiences of the successful Poma bamboo processing unit said that apart from economic activities, the village is well connected with road today.

Earlier, welcoming the members, MWS Secretary Mamta Riba briefed on the activities of the Society and said that it would continue working for women empowerment, tap local talents, create awareness on health and education.

Gumkum- Gumpa

ITANAGAR, Apr 26: Gumkum- Gumpa, the festival of Puroik community was celebrated at Sanchu under Chayangtajo Circle of East Kameng District recently.

On the occasion, Parliamentary Secretary, Environment & Forest Kumar Waii who was the Chief Guest inaugurated a Government Residential Middle School at Sanchu and released a Puroik audio cassette titled `Yarap' and assured sanction for construction of a Forest Rest House at Sanchu village. Guest of Honour MLA Karya Bagang also released a Puriok to English dictionary.  Meanwhile, All Puroik Welfare Society submitted a memorandum to the legislators urging for creation and appointment of a Chairman, Puriok Welfare Commission or Project Director to monitor all the activities for upliftment of the community. The Society  expressed the hope that both the legislators and the state government would take up immediate steps for the development and welfare of the Puriok community.

 

Arunachal is replica of god’s dream world: Dabi

Ziro, Apr 26: When people world over has  lost their culture and origin , Arunachal Pradesh,  still sustaining  it’s original faith and culture,    is the replica of god’s dream world, said state Home Minister Tako Dabi, while addressing  Arunachal Vikas Parishad  activists as the Chief Guest of the valedictory function of two Day  state Conference of Arunachal Vikas Parishad , here yesterday.

Claiming that Arunachalees  have a distinct culture of their own  in every aspect of  life, he said there is an  immediate need  to bring in a  cultural revolution in Arunachal Pradesh so as to preserve and pass on this distinct tribal culture  to the younger generations, otherwise the later generations  will be searching their  culture and origins in the  museums  as is being done by people of some countries who have lost their culture long ago. He advised the activists  to be  very sincere, dedicated and highly  hardworking  and  work out an specific  method to preserve and spread our culture to the outer world.

He further advised the younger generations to preserve the culture and to be very sincere, hardworking and learn to listen carefully and comprehend what others say.  If one understand the dignity of labour and have vision success in not far.

The language culture is being eroded with the use of alien languages by our children even at home. This should be discouraged by all, he suggested. The Minister further pointed out that some rich people have diluted the traditional marriage system to a great extent with presents  of costly items and extravagant expenditure. This is not in our culture and is nothing but dilution of culture and path to extinction of our tribal culture which should not be encouraged, he said.

Lower Subansiri Deputy Commissioner, Sadhana Deori, who attended the function as guest of Honour also advocated for preservation and documentation of traditional culture for the younger generations.

AVP, President Nabum Atum, AVP Acting President Protik Potum, also spoke on the occasion among others.

 

PAYWA demands arrest of murderer within 7 days

ITANAGAR, Apr 26: Palin Area Youth Welfare Association (PAYWA) has demanded arrest of the alleged murderer of Dohu Raju within seven days. Raju, a student of DNGC college,  was allegedly killed by unknown miscreants at his Papu Nallah house on April 19 night.

In a letter to Home Minister, Association said that police failed to nab the culprit and find out the reason behind the heinous crime till date. Association threatened that in case of failure of the authorities of nab the murderer within the given time, it will call 36-hour bandh and boycott call at Palin circle. This would be followed by 12 hour bandh call at Capital and indefinite boycott movement at Palin circle.

 

E governance for good governance

ITANAGAR, Apr 26: The state Govt has stressed on the need of e-governance at all level of Govt machineries for prompt, transparent and accountable administration in order to achieve the goal of  good governance in the state, said Administrative Training Institute (ATI) director (training) Pema Tshetan.

Tshetan  said this while addressing the participants of the 3-day long training programme on MS Power Point being organized for  the LDC/UDC, assistants of the secretariat and heads of  departments at ATI from Today. Altogether 18 officials are participating in the training being conducted under the 100 per cent course fee sponsorship of DoPT, Govt of India.

It is the age of IT and computer application, the director said and called upon the participants to take advantage of the training. He said that ATI have a target to equip every Govt functionary particularly at the lower and middle level with  proper knowledge of computer.

ATI deputy director (Training) and course coordinator T Lodo also spoke on the occasion.  Former faculty of the NIIT Amit Das Gupta enlightened the participants on the MS Power Point as resource person.

 

Weaving and designing training

ITANAGAR, Apr 26: The Subansiri Tribal Welfare Society, a Lower Subansiri District based NGO is organizing 6 months long training programme on weaving, designing on traditional Handloom textiles and its development at Deed, Lower Subansiri District from April 24.

The programme is supported by Science for Equity, Empowerment & Development Division, Department of Science & Technology, Govt. of India, New Delhi.

Addressing the trainees on the inaugural function as Chief Guest ASM Debia Sanka, urged the beneficiaries to be sincere and dedicated while adding that rural women have lots of potential, but due to lack of training centre they have not been able to exploit it.  

Secretary of the Society Debia Teji, highlighted the aim and objectives of the programme and appealed every rural women to take advantage of the training with full dedication and to cooperate with the Instructor to make training grand a success. He further informed there would be more programs. Chairperson of the NGO Neelam Mema, advised the trainees regarding quality and design of the product so that the product could be sold easily in today's competitive market.

 

Awareness prog at remote village

ITANAGAR, Apr 26: AMYAA an NGO based a Namphai-I, Miao organized an Awareness General Projects programme at Lower Injan under Kharsang Circle. This programme was supported by State Social Welfare Board, Naharlagun. Altogether 19 villagers took active part in the programme.

R. K. Paul Chawang the main facilitator of the programme informed that that the village stills lacks road facility, basic health care system and education.

He further informed that people training pertained on SHG formation and its importance, possible Government Schemes, NREGA, Empowerment of women. Being first programme for the villagers, Paul assured the village community of more trainings. The possibility of SHG formation to counter backwardness of the village was also addressed.

 

‘Complete JNV building soon’

ITANAGAR,  Apr 26:  The Doimukh  Students’ Union (DSU) has appealed the authorities to complete the  on-going construction of the Jawahar Navodaya Vidyalaya  (JNV) building at the earliest.

The JNV is running classes at the boys’ hostel of the Govt Hr Secondary School, Doimukh making the life of hostel borders difficult, the union said.

 

ZPM holds up BBYK’s demand for eviction

ITANAGAR, Apr 26: Bogong Anchal Block ZPM Okom Yosung has justified the 45 days  ultimatum submitted by the Bogong Banggo Yameng Kebang (BBYK) to the  East Siang district administration for eviction of all unauthorized dwellers in the township areas.

Demanding implementation of the Public Premises (Eviction of unauthorized occupants) Act 2003, Yosung said the people of Bogong Group (Balek Areas) donated land measuring 64,432 acres to the district administration for administrative set up, development activities etc., but some individuals occupied the land illegally. They have not even pared land  within the compound of Govt. quarters, he added.

The ZPM demanded that rampant and unauthorized quarrying being carried out in and around Pasighat township and mushrooming of illegal construction in the district headquarters be checked immediately.

Yosung also supported the demand for induction of the Banggo  representative as a member in District Land Allotment Advisory Board (DLAAB) and said the eviction process  should be carried out within given time, or else, a democratic movement will be launched.

 

Federation demands action

ITANAGAR, Apr 26: All Arunachal Pradesh Public Transport Federation (AAPPTF) has urged the authorities to take action against a person who allegedly seriously injured the driver of a Tata Sumo bearing AR 01C 3731 at Joram Top on way to Itanagar. The Federation said that attack was carried out by a delegate of Arunachal Vikash Parishad.  The driver is reportedly admitted to Heema Hospital, Itanagar.

Chairman of the Federation Takar Goi, said that such inhuman attacks have been carried out against drivers in the past but authorities have never taken action.

 

Bus service demanded

ITANAGAR, Apr 26:  All Papum Poma Student’s Union has urged authorities to immediately restore APST bus service from Itanagar to Jote on urgent basis. Union informed that innocent publics are suffering because of non-availability of bus service especially people with medical cases.

Union also urged authorities to arrest and punish those culprits who disturb the bus service in this route.  

 

MPS’s move to save Mithun

ITANAGAR, Apr 26:   In order to preserve Mithun, the Mopin Preservation Society (MPS), Itanagar in a general body meeting held on April 24 unanimously resolved that “No Mopin Festival Committee would be allowed to sacrifice more than two Mithuns and violators of the decision would be fined”.

The Society also constituted new Mopin Festival Celebration Committee, Itanagar for 2011. The committee would be headed by Dr Tejum Padu, Jt director of higher education and Er Boku Basar, Asst Engineer as general secretary.

Meanwhile, the Society extended thanks to AAPSU president Takam Tatung and parliamentary secretary Padi Richo for their contribution towards Mopin celebrations.

 

 

12 hours bandh by ANYA

ITANAGAR: Despite calls to defer the 12 hours Capital bandh, All Nyishi Youth Association has decided to go ahead with it staring from 5 AM. The Association’s President Tarin Nabum said that bandh will go ahead as planned as the government has failed to issue a white paper on Annual Operating Plan. The other demand of the association is establishment of National Institute of Technology in Jote.

 

PPDHA formed

ITANAGAR: The hotel owners and managers of Papum Pare district yesterday unanimously formed an association under the title Papum Pare District Hotel Association (PPDHA) in order to fight together against the problems being faced by hoteliers in the district. An 11-member executive body of the PPDHA was also formed with T Taba as president, Saji Baby vice president and Pardeep Arora as general secretary.

 

MEEA to stage dharna

ITANAGAR: The Malaria Eradication Employees Association (MEEA) in a letter to the Capital DC informed that it has decided to stage a day-long dharna on April 28 in front of the directorate of health service, Naharlagun in protest against the delay in appointment of 59 MEEA candidates by the health department.

Bandh will lead to state’s bandh!

 

Dear Editor,

I would take this opportunity to put forward a view regarding bandhs, especially in Arunachal Pradesh.

I always found myself boasting of AP's peaceful prevalence to my circle of friends belonging to Kerala(which witnesses bandhs in every 2nd day), Karnataka, Delhi, Bengal. But the reality is that peace is just a past.

Week after week there is a ANSU, AAPSU, XYZ and ABC Bandh , so on and so forth. Since childhood I have heard of these Bandhs but never appreciated it. Well, honestly I believe bandhs has and will lead to the State's bandh! If we keep on organising bandhs every other week, the State's economy, administration in fact the overall governance will be doomed to complete closure. Bandhs are like lullaby. I doubt bandhs open the sleeping administration and the government.  In fact they are given one more reason to sleep the whole day. So where does Bandhs stand in effectiveness?

I wondered as to whether civil societies in developed nations get their hands on Bandhs and what I found out was that they holds healthy debates and discussions, organises mass awareness campaigns and very interestingly involves public's participation unlike here where mobility of human resources, capital and services are restricted.

Should we learn from these practices? Lets pressurize the Govt and Confront them with evidences. Lets make legible noises by organising mass awareness campaign and most importantly involve the citizens, who have voted for the Govt. Let’s do a jaago re instead of sotaa re. Don’t make Bandhs a habit. After all it inversely affects our own State's institutions.

Time to think for effective land policy

Dear Editor,

The face of the capital complex has changed drastically over the years. The state Capital is expanding day by day with the migration of population from different parts of the state to settle here. Today it is almost difficult to find out a good plot of land in the Capital complex. With the ever increasing population land encroachment has become one of the problems for city dwellers.

Therefore, I request the administration and local MLA to take step for proper  policy so that the  allotted lands are properly used and inhabitants  of the Capital can live in harmony.

Is it Mithun or the Hollock Gibbon?!

 

Dear Editor,

A few months back there was tussle between the Indigenous Faith and Cultural Society and the Wild life wing of our Forest department regarding which animal should adorn the pride to be our state animal. Is the debate finally over?  Well the earliest the better as, there is a massive confusion.

What is the state animal of Arunachal? It is almost impossible for the public to know the criteria that is being adopted for christening State animals.

Well different people will have different perspective regarding this debate. For many Arunachalees , the magnificent Mithun will always be the first choice as it is very much a part of the socio- economic life of the people of Arunachal. An animal which is almost bridging the gap between the various tribes in every aspect of life. May be the Govt. of Nagaland realized this early and has the credit of naming the mithun, first as their state animal. It is an animal which we cannot imagine parting with.

On the other hand, a wildlife lover and an enthusiast will have a different opinion on naming Hoolock Gibbon as the state animal considering its importance.  We Arunachalees should feel proud of our state with a huge presence of natural resources posses the habitat of these ever elusive and endangered animals. Perhaps the Govt. of Assam has considered the importance of these factors and has named the one horned rhino to don the symbol of their state which is a very unique animal in itself and comes under the highly endangered category and thus contributing indirectly in the protection and conservation of the animal.

If we see it from that view point the hollock gibbon can be rightfully given the status of our state animal.

At present the need of the hour is to end the tussle and let us know our official state animal as early as possible. Better late than never!
