Citizens call for separation of judiciary from executive

ITANAGAR, Apr 26: The government of Arunachal Pradesh has so far refused to abide
by the Centre’s notification suggesting separation of Judiciary from executive. Not
surprisingly people of the state are not happy with the current situation and it
has led a group of concerned citizens together with lawyer fraternities and member
of Arunachal Law Student’s Union (ALSU) to organize a one-

Starting the discussion, ALSU president PL Murtem informed that even though notification has been issued by Centre regarding separation of judiciary from executive, state government does not seem to be in any hurry. “In our state people with no legal background are holding powers of judiciary. This is where real problem arises. Government need to take more concrete steps so that judiciary is being handled by people with basic knowledge of law,” said ALSU president.
Well known scholar and lecturer of RGU, Nani Bath said that very idea of democracy has been defeated in Arunachal by non separation of judiciary from executive. “In Arunachal Deputy Commissioner is like king as they yield immense power which includes both judiciary and administration. And they are being controlled by politicians. So, it becomes very difficult for ordinary citizens to expect fair justice from these magistrates,” said Nani Bath.
Many speakers during the day dwelt on the issue of executive being influenced by politicians thereby diminishing any hope of free and fair justice for the ordinary citizens. Concerned citizen fear that if judiciary is not made independent, people of Arunachal can never expect justice.

While for many the description may sound hilarious but late leader has illustrated the painful picture of how our society functions. Apart from numerous other reasons, it is weak judiciary system of state which has made this state a “Land of Khushi Khushi. The fear of law does not exist among citizens as anybody can get away even after committing the most heinous crime easily.
After a daylong deliberation, a committee was formed with ALSU general secretary Kipa Kanam as convenor and Nabam Tagam as patron to work for separation of judiciary from executive and thereby restoring power of judiciary in hand of judges who has real knowledge of law.

Hydro Projects undertaken after due consultation with elected representatives: Gamlin
ITANAGAR, Apr 26: Against the 117 hydro-
He further said that all the projects were allotted to the power developers after due consultation and recommendation from the elected representatives of project areas.
Gamlin said that out of the 117 projects, 8 have been allotted to CPSUs aggregating 8735 MW, 14 were awarded to IPPs through competitive bidding processes and 4 projects have been taken up by the state government on joint venture mode with other companies. The rest of the projects, totaling 91, were allotted to various IPPs on MOA route in strict adherence to the provisions of the Hydro Power Policy in force of the state government.
Gamlin said the upfront money amounting to Rs 1150.06 crore received from the developers, also includes accrued interest amount of Rs 12.16 crore and Rs 7.52 crore as 2nd installment of upfront money.
Out of the upfront premium of Rs 1150.56 crore, Rs 1142.90 crore has been deposited with the State exchequer and Rs 7.16 crores with the SBI, Itanagar as FD in the govt account and to be deposited in the State exchequer on maturity, informed the govt spokesperson, adding that a ‘white paper’ in this regard is on the offing.
His statement came after the state NCP unit stated that the government had signed 121 MOAs with power developers and received a whopping Rs 102792.89 lakhs from them as processing fee and upfront payment till December 31, 2009had on April 23.

Sakya Thrizin Rinpoche to give discourse at Itanagar
NAHARLAGUN, Apr 26: Sakya Thrizin Rinpoche from Rajpur Dehradun, Uttrakhand is arriving in Itanagar April 28 next.
The Rinpoche, who is an expert polyglot will deliver talks on teachings of Lord Buddha and Buddhist philosophy at a function at Vivekananda Hall, R.K.Mission, at 05.30 p.m organized by Itanagar Buddhist Cultural Society (IBCS).
The members of IBCS and Theravada Buddhist Society (TBS) will traditionally receive His Holiness Rinpoche at Naharlagun Helipad on his arrival from Tawang.
Earlier, Rinpoche visited Bomdila, Dirang, Rupa, Tenzingang, Kalaktang and Tawang. He is likely to leave Itanagar for Tezu the next day morning according to IBCS sources.
Organisations engage in tug-
ITANAGAR, Apr 26: The Kameng Region Students’ Coordination Committee (KRSCC) has appealed all the civil societies and public of the state to cooperate for establishment of the proposed NIT at Bhalukpong.
The Committee informed that the consultative coordination meeting of the civil societies of East Kameng, West Kameng and Tawang districts in a recent meeting held under the banner of the KRSCC at Bhalukpong had elaborate discussion on the establishment of the NIT at Dedzeling.
The proposed site has sufficient land voluntarily donated by the people of three districts in general and Aka community in particular, well connected with NH 52, nearest railway station at Bhalukpong and airport facilities, the meeting observed.
The societies further appealed the state Govt for the equivalent development packages and to properly verify the feasibilities of the every proposed site of the NIT before taking any haphazard decision in larger interest of the region in particular and the state as a whole, the KRSCC said in a release.
On the other hand, reiterating the demand for establishment of NIT in state Capital, All Papum Pare District Students’ Union (APPDSU) today said that Jote in Capital is proper location for the proposed institute.
Papum Pare being the Capital of the state, NIT at Capital district will be beneficial for students of all districts of the state. Not only the students of different parts of the state, but the students from other states of the country will also be able to pursue their study at Jote in a peaceful atmosphere with proper infrastructure, the union said.
Stating that the union has never opposed development of any other district, the APPDSU said that Capital district which accommodates the people from each district needs development as it represents true development of the state.

GBs trained on administration of justice in East Siang
PASIGHAT, Apr 26: Training on administration of justice system as per Assam Frontier
(Administration of Justice) Regulation, 1945 was imparted to GBs in East Siang district.

The aim of the training program was to familiarize with the various provisions of the Assam Frontier (Administration of Justice) Regulation, 1945 with a view to streamline the administration of justice and village administration in East Siang district. Altogether 406 GBs have been trained be a team led by DC Onit Panyang and Advocates Tonning Pertin, Taber Tamuk, Raising Jamoh, Mark Yirang, Geeta Pangging Pao and Pai Kakki of East Siang district.
At the last leg of the training program, the DC expressed his satisfaction and thanked the GBs for their active participation, the resource persons and the sponsors. He stated that such training is necessary as the village authorities have to change their mindset and style of functioning in tune with the changing time and space. (DIPRO)

Rain continue to batter the state, one dead in Kurung Kumey
ROING, Apr 26: As floods continue to batter the state, one person is reported dead in Leel Village under Sangram Circle, Kurung Kumey District on April 25 last. The Deputy Commissioner Bidol Tayeng informed that death occurred due to a landslide. Road communication to Kaloriang has been restored after two days for light vehicles. However at least week’s time is required for full restoration of the road. He further informed that portion of the road measuring upto forty meters at 136 km, a location in between Sangram and Koloriang has been washed.

The land slide occurred at around 10.30 pm and washed away a SPT building along with worth lakhs of household properties and also seriously injured many villagers, release added. Parts of Anjaw, Lohit and Dibang valley, Upper Siang continue to be cut off from rest of the state.
Roing Township continues to reel under darkness and depending on rain water for drinking as the intake point of Deopani Hydel which is also the source of water supply was washed away during the torrential rainfall in the last weekend. Apart from washing away of the intake point, the diversion channel was silted with sands and gravels.
In some 4 km down from intake point, the diversion weir was blocked by big boulders of about 7 feet diameter and the channel damaged by the landslides for about 28 metres.
Er Oseng Apum, AE Hydro Power (Civil) and Er Onyok Yirang, AE PHED along with other officials of the departments visited the site today. Mrs Apum informed that the restoration work will take about two months time as the department has limited staff and resources.
She said that, “the diversion channel was restored just a forth night before and dues are still to be cleared for the work done. If no funds are provided, it will be difficult for the department to bear the expenses for carrying out restoration work of the intake point and diversion weir due to financial constraint”.
She informed that to carry out restoration work at the damaged site of diversion weir, cement, sands and other materials has to be carried on head load climbing some 150 metres steep slope up to the affected site which will require extra labour.

ZPM holds up BBYK’s demand for eviction
ITANAGAR, Apr 26: Bogong Anchal Block ZPM Okom Yosung has justified the 45 days ultimatum submitted by the Bogong Banggo Yameng Kebang (BBYK) to the East Siang district administration for eviction of all unauthorized dwellers in the township areas.
Demanding implementation of the Public Premises (Eviction of unauthorized occupants) Act 2003, Yosung said the people of Bogong Group (Balek Areas) donated land measuring 64,432 acres to the district administration for administrative set up, development activities etc., but some individuals occupied the land illegally. They have not even pared land within the compound of Govt. quarters, he added.
The ZPM demanded that rampant and unauthorized quarrying being carried out in and around Pasighat township and mushrooming of illegal construction in the district headquarters be checked immediately.
Yosung also supported the demand for induction of the Banggo representative as a member in District Land Allotment Advisory Board (DLAAB) and said the eviction process should be carried out within given time, or else, a democratic movement will be launched.
ITANAGAR, Apr 26: All Arunachal Pradesh Public Transport Federation (AAPPTF) has urged the authorities to take action against a person who allegedly seriously injured the driver of a Tata Sumo bearing AR 01C 3731 at Joram Top on way to Itanagar. The Federation said that attack was carried out by a delegate of Arunachal Vikash Parishad. The driver is reportedly admitted to Heema Hospital, Itanagar.
Chairman of the Federation Takar Goi, said that such inhuman attacks have been carried out against drivers in the past but authorities have never taken action.

Bandh will lead to state’s bandh!
Dear Editor,
I would take this opportunity to put forward a view regarding bandhs, especially in Arunachal Pradesh.
I always found myself boasting of AP's peaceful prevalence to my circle of friends belonging to Kerala(which witnesses bandhs in every 2nd day), Karnataka, Delhi, Bengal. But the reality is that peace is just a past.
Week after week there is a ANSU, AAPSU, XYZ and ABC Bandh , so on and so forth. Since childhood I have heard of these Bandhs but never appreciated it. Well, honestly I believe bandhs has and will lead to the State's bandh! If we keep on organising bandhs every other week, the State's economy, administration in fact the overall governance will be doomed to complete closure. Bandhs are like lullaby. I doubt bandhs open the sleeping administration and the government. In fact they are given one more reason to sleep the whole day. So where does Bandhs stand in effectiveness?
I wondered as to whether civil societies in developed nations get their hands on Bandhs and what I found out was that they holds healthy debates and discussions, organises mass awareness campaigns and very interestingly involves public's participation unlike here where mobility of human resources, capital and services are restricted.
Should we learn from these practices? Lets pressurize the Govt and Confront them with evidences. Lets make legible noises by organising mass awareness campaign and most importantly involve the citizens, who have voted for the Govt. Let’s do a jaago re instead of sotaa re. Don’t make Bandhs a habit. After all it inversely affects our own State's institutions.

Time to think for effective land policy
Dear Editor,
The face of the capital complex has changed drastically over the years. The state Capital is expanding day by day with the migration of population from different parts of the state to settle here. Today it is almost difficult to find out a good plot of land in the Capital complex. With the ever increasing population land encroachment has become one of the problems for city dwellers.
Therefore, I request the administration and local MLA to take step for proper policy so that the allotted lands are properly used and inhabitants of the Capital can live in harmony.

Is it Mithun or the Hollock Gibbon?!
Dear Editor,
A few months back there was tussle between the Indigenous Faith and Cultural Society and the Wild life wing of our Forest department regarding which animal should adorn the pride to be our state animal. Is the debate finally over? Well the earliest the better as, there is a massive confusion.
What is the state animal of Arunachal? It is almost impossible for the public to know the criteria that is being adopted for christening State animals.
Well different people will have different perspective regarding this debate. For
many Arunachalees , the magnificent Mithun will always be the first choice as it
is very much a part of the socio-
On the other hand, a wildlife lover and an enthusiast will have a different opinion on naming Hoolock Gibbon as the state animal considering its importance. We Arunachalees should feel proud of our state with a huge presence of natural resources posses the habitat of these ever elusive and endangered animals. Perhaps the Govt. of Assam has considered the importance of these factors and has named the one horned rhino to don the symbol of their state which is a very unique animal in itself and comes under the highly endangered category and thus contributing indirectly in the protection and conservation of the animal.
If we see it from that view point the hollock gibbon can be rightfully given the status of our state animal.
At present the need of the hour is to end the tussle and let us know our official state animal as early as possible. Better late than never!
